Summary of Duties:

Reporting to the Division Manager, Transportation Planning and Design, the Manager, Transportation Design provides project and program management expertise in engineering, design, asset management and construction of transportation infrastructure and projects with responsibility for planning, coordinating, and controlling related engineering operations, and managing a team of engineers and technical staff.  Additionally, the Manager, Transportation Design contributes to the development and monitoring of capital budgets and management of capital programs for the Division, providing recommendations and advice to the Division Manager, Transportation Planning and Design and Director, Transportation and Mobility.

Work Performed:

  • Contribute to the development and implementation of strategic initiatives for the Transportation and Mobility Division to meet Council’s Strategic Plan.  Accountable for the effective delivery and business responsibilities of the Transportation Design Unit.
  • Provide input to the planning, management, and administration for capital programs; recommend, develop, implement, and maintain policies, programs, business cases, procedures and protocols that inform and support services. 
  • Provide updates and information to the Division Manager, Transportation Planning and Design on priorities with responsibility to operationalize identified goals and strategies, and coordinate with other areas within Environment & Infrastructure.  
  • Provide professional opinions, and information to the Division Manager, Transportation Planning and Design on policies, programs, and services as required.
  • Contribute to the identification and development of internal controls in the form of policies, procedures, practices in relation to the general and specific risks to the Transportation Planning and Design section; ensure internal controls are implemented, monitored and reported on within the Division.

  • Oversee a team of engineering and technical staff.  Provide leadership in the execution and delivery of services and capital programs in the following areas of accountability:
    • Participate in defining project rationale, determining project delivery and procurement methodologies, examining alternatives, determining implementation methods for alternatives, identifying impacts and mitigation measures, and managing and monitoring the construction phase and operationalizing implemented capital programs.
    • Coordinate through discussions and meetings the interactions between the Division and other Service Areas, as well as other internal and external partners, to ensure that program plans and objectives are met.
    • Establish, control and monitor overall project costs with respect to operating and capital budgets; schedule coordination/milestone attainment.
    • Manage the environmental assessment process for large and complex transportation projects including final scoping and cost estimating.
    • Manage the First Nations Consultation Process for Capital Programs including assisting the Division Manager with liaising with Indigenous groups and other external senior government agencies.

    • Administer engineering contracts for large and complex projects and programs; liaise and negotiate with consultants, contractors, and developers regarding engineering and related matters relative to contracts, agreements and standards. 
    • Develop, approve and manage engineering standards, methods and procedures, performance, quality and maintenance standards.
    • Resolve logistical and engineering issues that may delay or impede project implementation. 
    • Implement an effective construction traffic management program and coordinate as required with other programs, including: Occupational Health and Safety, OTM Book 7 requirements, environmental requirements, and Incident & Emergency Management System requirements.
    • Represent the Division in meetings and task forces involving emergency services, consultants, utilities, and other partners.
  • Encourage and support employee participation and commitment to divisional and organizational objectives.  Actively mentor, provide development opportunities and build team performance with direct reports.
  • Manage a team of employees including hiring, administration and performance aspects of reporting staff.  Respond to sensitive and confidential human resource issues as required.

  • Fairly and consistently administer provisions of various collective agreements to promote resolution of grievances.
  • Build and support employee commitment to a high level of performance in all areas of customer service, employee safety and delivery of individual goals and objectives. 
  • Participate in and support a culture of enterprise-wide collaboration. Promote opportunities to work across Divisions and Service Areas in support of strategic initiatives.

  • Demonstrate commitment and adherence to Health and Safety legislation and programs, and actively promote a culture of safety with direct reports.
  • Prepare reports for Council and various Committees as required.
  • Identify, adapt and implement innovative and effective work practices and procedures to improve service delivery and the business responsibilities of the team and the division.
  • Recommend and develop processes and tools needed to increase efficiencies and improve the effectiveness of services provided by the team and the division.

  • Build capacity among employees for evidence-informed decisions supported through data collection and analytics.
  • Adhere to the Procurement of Goods and Services Policy; includes the responsibility of delegation of procurement initiation approval authority and delegation of approval authority for professional consulting services as per policy amounts.
  • Provide input to the development of the annual operating budget for the Transportation Planning and Design section.
  • Manage the budget for the team, prepare associated documents (i.e., business plans, business cases and presentation documents) as required.  Manage and promote stewardship of financial and organizational resources.
  • Prepare responses to inquiries from elected officials, lawyers, media and the public as requested by the Director, Transportation and Mobility or Division Manager, Transportation Planning and Design.

Qualifications:

  • Bachelor’s degree in Civil Engineering or equivalent.  Completion of the Project Management Professional program is an asset.
  • Registered Professional Engineer, Province of Ontario.
  • Eight to ten (8-10) years of increasingly responsible experience in Civil Engineering construction and capital project management, including a minimum of five (5) years’ experience in large-scale transportation projects and progressively responsible supervisory experience, or equivalent combination of education and related professional and lived community experience.
  • Must possess a valid Class ‘G’ Driver’s licence and have available use of a vehicle.

Skills and Abilities:

  • Demonstrated knowledge and experience in the above identified areas of accountability, including thorough knowledge of all Federal, Provincial, and Municipal regulations related to the related to the planning, design, construction, development, and provision of transportation infrastructure, projects and services.
  • Demonstrated in-depth understanding of the area’s programs and services and how the work of the area aligns with the objectives of the Division.
  • Highly developed analytical and business planning skills with a proven track record for implementing and monitoring programs and services
  • Demonstrated successful experience in a people leadership role; positive and proactive leadership capabilities, adept at leading a group of employees, contracted services and consultants; demonstrated commitment to developing high performance teams.
  • Demonstrated ability to inspire the people they lead through productive and honest dialogue, with personal integrity and actions.
  • Ability to be a trusted advisor and/or advocate in sensitive and/or emotionally charged situations.
  • Demonstrated perseverance and resilience in addressing challenges and emergent issues.

  • Computer literacy in Microsoft Office, and related software and database applications.  Familiarity and an understanding of computer aided drafting and design applications is an asset.

    Compensation & Other Information:

    $112,978 - $148,226

    This posting is for 1 permanent, full-time position.

    Current hours of Work: Monday - Friday from 8:30 a.m. to 4:30 p.m. 

    Work Arrangement: Hybrid. Subject to change in accordance with business requirements.
